Special Area Development Programme (SADP)

The Government in G.O.Ms.No:40, PD&SI Department, dt 04.03.2016 has established the State Level Technical Cell for the Hill Areas of Tamil Nadu (STCHA) at the State Level and hosted in the SPC under TNSLURB for administration and field implementation of the SADP.

SCOPE OF SADP SCHEME

  • SADP intends focused on the buffer zone adjoining the protected forest areas.
  • Focussed on soil and water conservation, bio-diversity, afforestation, forest conservation and protection, livelihood for privileged communities

Special Area Development Programme targets the hilly areas of 11 Districts

  • Hilly areas of The Nilgiris, Coimbatore, Tiruppur and Erode Districts are the target area for SADP UNIT-I functioning under Project Director, Udhagamandalam
  • Hilly areas of Madurai, Theni, Dindigul, Virudunagar, Tirunelveli, Tenkasi and Kanniyakumari are the target area for SADP UNIT-II functioning under Head of Division (Land Use) at State Planning Commission, Chennai

SADP WORKS IMPLEMENTED THROUGH FOLLOWING DEPARTMENTS

  • Local Bodies such as Municipalities, Town Panchayat.
  • Health Department
  • Agriculture, Agricultural Engineering, Horticulture and Agriculture Marketing and Agri Business.
  • Environment and forests
  • AdiDravidar and Tribal Welfare
  • Animal Husbandry, Dairing and Fisheries
  • Rural Development and Panchayat raj
  • Handloom, Handicrafts, Textiles and Khadi
  • Tourism, Culture & Religious Endowment
  • Highways and Minor Ports
  • Public Works ( Water Resources Department)
  • Energy – Tamil Nadu Energy Development Agency

YEARWISE BUDGET GRANT ALLOTED
RE 2016-17    :  Rs. 25.00 Crore
BE 2017-18    :  Rs. 75.00 Crore
BE 2018-19    :  Rs. 75.00 Crore
For year 2019-20, Budget Grant of Rs. 75.00 Crore have been allotted

FINANCIAL SANCTION ACCORDED

In the year 2016 -2017, 552 projects were approved in SLEC – I at on outlay  of Rs.56.86 Crore (308 project at a cost of Rs.32.10 Crore for unit - I & 244 project at a cost of Rs.24.75 Crore for Unit – II) Administrate sanction have been accorded for all project and Financial Sanction was accorded and funds were released for Rs.25.00 Crore.

In the year 2017 – 2018, 404 projects were  approved in SLEC – II at on outlay of Rs.75.61 Crore (231 projects at Rs.33.12 Crore for  unit I and 173 Projects at Rs.42.49 Crore for Unit II). Administrative Sanction was accorded to 352 projects for Rs.55.32 Crore (208 projects at Rs.27.89 crore for  unit I and 144 Projects at Rs.27.43 for Unit II) and Financial Sanction was accorded and funds were released for Rs.75.00 Crore including remaining projects in 2016-17 and 2nd installment for previous year projects. 52 project were dropped due to want of funds.

In the year 2018-19, 606 projects were approved in SLEC III,IV and V at a cost  of Rs. 84.69 Crore ( 330 Projects at Rs 45.39 Crore for Unit –I and  276 Projects at Rs 39.30 Crore  for Unit II). Administrative Sanction have been accorded for 605 projects at a cost  of Rs. 84.52 Crore ( 330 Projects at Rs 45.39 Crore for Unit –I and  275 Projects at Rs 39.12 Crore  for Unit II). and Financial Sanction was accorded and funds were released for Rs.75.00 Crore including remaining projects in 2017-18 and 2nd installment for previous year projects. 1 project was dropped due to non receipt of justification.
